How a CP program is usually positioned
A hospital, EMS agency or health system acts as the subrecipient. The subaward funds the new service line: staff time in a new role, the coordination layer that gets referrals to them, and the evaluation work that proves the program did something.
Vendors sit under the subrecipient. VectorCare contracts as a vendor or subcontractor and does not administer funds or determine allowability. New Jersey's approved plan and CMS rules do that.

New Jersey and the first CMS quarterly report
Quarterly Report #1 covers Aug 1 to Oct 30, 2026. CMS lists Sunday, Nov 29, 2026 as the due date. A weekend due date moves to the next business day, so the report is due Monday, Nov 30, 2026.
People-served counts and county-level metrics start with grantee data. With DispatchCare, each grantee records CP missions and outcomes in the same fields, so the state office can count missions by county.

Questions buyers ask
It depends on your state's approved RHT plan; the full answer and where to check are in the RHT budget kit at dispatchcare.com/rural-health-transformation/budget-kit.
Non-supplantation asks whether the cost would have been paid anyway. For many states, scheduled preventive community paramedicine visits are not an existing billable service, so coordination and evaluation for a new or newly expanded program are new costs attached to new activity. Say that plainly, and keep emergency response and existing billing on existing funding. DispatchCare is positioned as new program infrastructure plus evaluation — not a replacement for ePCR, CAD, or an existing billable service.
Nothing to join the network and receive missions.
Retention is configurable per customer contract. The federal rule for RHT records is 2 CFR 200.334: recipients and subrecipients keep federal award records for three years from the date they submit the final financial report, and longer if litigation, a claim or an audit starts before the three years end.
