What is frequent ed user?
A frequent ED user is a patient with repeated emergency department visits, typically driven by unmet needs outside the hospital.
Definitions vary by program, commonly four or more visits in twelve months. The clinical picture is less useful than the driver: transportation, primary care access, behavioral health, housing, food or heat.
Prefer 'frequent ED user' over 'high utilizer' or 'super utilizer' in patient-facing copy.
