What is non-supplantation?
Non-supplantation is the grant rule that new funds must add capacity rather than replace money an organization already spends on existing services.
Applied to community paramedicine, non-supplantation means RHT money should fund a new or expanded program, new coordination infrastructure, new evaluation capability, new workforce, not backfill services that are already billable or already budgeted.
Coordination software and evaluation are usually straightforward to justify on these grounds, because most programs have no coordination layer and no evaluation function today. Documenting the before state is the practical requirement.
