What is subrecipient?
A subrecipient is an organization that receives grant funds from a state to carry out part of a program, and carries the state's compliance and reporting obligations.
Under RHT, hospitals, EMS agencies, health systems and clinics receive subawards from the state's program office. A subrecipient is accountable for programmatic performance, financial reporting and record retention.
A vendor or contractor, a software company, for example, provides goods or services to the subrecipient under a normal procurement. It does not hold the subaward and is not accountable to CMS for program performance.
